The end state of redistricting

On Friday March 11, the conference committee appointed to settle debates between the House and the Senate on the redistricting of the Cowboy State, reached a resolution with a 62/31 plan. 

Sen. Dave Kinskey, (R) was an appointed member of the conference committee and told Sheridan Media the resolution was not reached until late into the evening of March 11. Having come to a consensus, the committee adjourned and many of the lawmakers did not leave the building until approximately 9:30 p.m. In an email to Sheridan Media, Kinskey wrote it was a grueling, exhausting week and he’s glad to return back home to Sheridan.

The plan adds one senate seat and two representatives to the Wyoming Legislature. Although, according to Kinskey, this is not the first time Wyoming has had a representative body of this size, it is one thing the Senate was attempting to avoid.

The results of the negotiations bring Sheridan County marginally above the 5% deviation. Sheridan Regions representatives and senators came to the table with one non negotiable term, Arvada and Clearmont staying in Sheridan County. 

The plan that was negotiated places Arvada, Clearmont and School District #3 within Rep. Barry Crago’s (R) 40th district with Kinskey remaining their Senator. Story is also now represented by Crago, and within Sen. Bo Biteman’s (R) district. 

Although keeping these communities within their respective districts places the deviation above the 5% goal, Kinskey believes that should it be taken to court, a judge will rule in their favor.

The bill now awaits the governor’s signature.
