The Office of Wyoming Governor Mark Gordon has announced the appointment of Bret Fanning as Director of the Wyoming Department of Revenue. Fanning succeeds Brenda Henson, who retired earlier this year after serving as director since 2021.

Fanning has led the department’s Excise Tax Division as administrator since 2022, overseeing the statewide administration of taxes including sales, use, lodging, nicotine products, prepaid wireless, and wind generation. From 2011 to 2022, he conducted and reviewed taxpayer audits for the Wyoming Department of Audit’s Excise Tax Division.

A Cheyenne native, Fanning earned his bachelor’s degrees from the University of Northern Colorado and holds a Master of Business Administration from the University of Wyoming.

“Bret’s experience in the Excise Tax Division and familiarity with revenue policy ensure this will be a smooth transition,” said Governor Gordon. “I want to extend my thanks to Matt Sachse for serving in an interim capacity since Director Henson’s retirement.”

“Thank you, Governor Gordon and team, for this opportunity,” Fanning said. “I’m honored to serve the taxpayers of Wyoming in this new position. Along with our amazing Department of Revenue staff, I’m excited for the continued partnership with all of our stakeholders going forward.”

The Wyoming Department of Revenue is responsible for administering and collecting mineral and excise taxes, valuing property, distributing alcoholic beverages wholesale, and enforcing liquor control laws. The department includes five divisions: Administrative Services, Excise Tax, Property Tax, Mineral Tax, and Liquor.
