A pretrial conference was held on Fourth Judicial District Court for a Sheridan woman set to stand trial in January for felony drug possession. Sheridan Media’s Ron Richter has the details.

Pretrial Conference Held for Sheridan Woman Charged with Felony Drug Possession

On August 15, 2025, agents with the Wyoming Division of Criminal Investigation received information that Katelynn Bulkley of Sheridan was in possession of illicit drugs and that she was on felony probation for being convicted of drug distribution. DCI met with Bulkley’s probation officer later that day and a subsequent search of Bulkley’s residence was conducted by Probation and Parole and DCI agents.

The search yielded LSD and Bulkley was placed under arrest and booked into the Sheridan County Detention Center for the charge of felony possession of a controlled substance – LSD. At an arraignment hearing in District Court on September 11, Bulkley pleaded not guilty to the charge and a two-day jury trial was set for January 12-13. At a pretrial conference Thursday, it was determined that the trial may have to be moved due to two other trials that are scheduled for the same dates and are ahead in the stack. District Court Judge Darci Phillips said she will let legal counsel know by December 29 if the Bulkley trial needs to be moved or not. If convicted, Bulkley faces up to seven years in prison and a fine of up to $15,000.

A change of plea hearing was held Thursday in Fourth Judicial District Court in Sheridan for 63-year-old John Schroeder. Pursuant the terms and conditions of a plea agreement reached with the State, Schroeder pleaded no contest to one count of conspiracy to possess a controlled substance – methamphetamine. 

The State is recommending a sentence of 2 ½ to 5 years in prison, suspended in favor of a 90-day split-sentence in jail to be followed by three years of supervised probation. District Court Judge Darci Phillips ordered that a presentence investigation report be completed by the Department of Corrections Division of Probation and Parole and scheduled sentencing for February 26 at 9 am. Schroeder’s bond was continued under the same terms and conditions that were previously set in Sheridan County Circuit Court.

According to court documents, between December 22, 2024, and February 6, 2025, Schroeder allegedly conspired with Tiffany Drew to purchase methamphetamine and have it delivered by mail to the home of Drew’s mother in Sheridan. Drew is scheduled to be sentenced for the conspiracy charge along with several other charges on February 3 at 9 am in District Court.
