One of the most read stories of 2024 was a report to Sheridan Media from Senate Vice President Dave Kinskey when he applauded the amendments to, and subsequent passage of SF0054 Homeowner tax exemption, an immediate tax relief proposal.
The bill was amended to embrace the key elements of Kinskey’s original property tax legislation, SF121 Property tax-homeowner’s exemption. SF0054 passed the Wyoming Senate 29-2.
Kinskey said the Wyoming Senate made critical changes to that bill hoping to provide the real property tax relief Wyoming people needed.
Kinskey explained to listeners early on in the battle why property taxes couldn’t simply be lowered by lawmakers. Many bills that had been brought forth attempted to do just that in various ways.

During the 2023 Legislative Session, many felt very little if any ground was gained to help Wyoming residents with some kind of tax relief. Then during what Kinskey called the 11th hour an amendment was proposed by Rep. Liz Storer (D -Jackson).
The amendment was intended to modify the Wyoming Constitution to create a fourth class of property tax – residential property, according to Kinskey. But he said this solution would take at least two years to become a reality. In the meantime, property tax relief programs began making headlines and people began applying while also working to understand the new programs.
That amendment would eventually become Proposition A and was added to the ballot during the November 2024 election.
It remains to be seen what will come from the 2025 session regarding property taxes and providing long term relief but with voters passing Proposition A in November, there may be a light at the end of the tunnel.
President of the Wyoming County Commissioners Association and Johnson County Commission Chair Bill Novotny took time to explain what could happen this coming year when Wyoming lawmakers head to Cheyenne.
