The Wyoming Supreme Court recently upheld Wyoming’s Primary system, affirming a 2025 decision by District Court Judge Nathaniel Hibben granting summary judgment in favor of Wyoming Secretary of State Chuck Gray.
The ruling upholds Wyoming’s ban on crossover voting in Wyoming primary elections. Wyoming’s primary crossover voting ban has been a priority of Secretary Gray with the passage of House Bill 103 in the 2023 Legislative Session. This primary system has been successfully implemented in the 2024 and 2026 Primary Elections.
