A Texas man pleaded guilty to a number of charges at an arraignment hearing Thursday in Fourth Judicial District Court in Sheridan. Sheridan Media’s Ron Richter has the details.
On September 21, 51-year-old Billy Massengale was pulled over by an officer with the Sheridan Police Department for speeding on North Main Street. During the traffic stop, it was discovered that Massengale’s license was suspended and he had failed to register in Sheridan County as a sex offender within three working days. Massengale had moved to Sheridan from Texas on September 1 for work. He was arrested and charged with felony failure to register as a sex offender, misdemeanor interference with a peace officer for providing a false name, misdemeanor driving under suspension and speeding.
At an arraignment hearing Thursday in District Court, Massengale pursuant to a plea agreement reached with the State, pleaded guilty to the failure to register, interference and DUS charges. In exchange for the guilty pleas, the State agreed to dismiss the speeding charge. District Court Judge Ben Kirven accepted the terms of the plea agreement and sentenced Massengale to 2 to 4 years in prison for the felony charge, suspended in favor of a three years of supervised probation and 46 days of time served on the two misdemeanor charges. Judge Kirven ordered that a post sentence investigation report be completed by the Department of Corrections Division of Probation and Parole. Massengale was also ordered to pay $275 in court costs and assessments and $350 in public defender fees.

District Court Judge Ben Kirven agreed to the terms of a plea agreement reached with the State and sentenced Kingham to 3 to 6 years in prison for the charge of felony unlawful use of a credit card and suspended the sentence in lieu of a split-sentence of time served as of Thursday’s hearing and three years of supervised probation.
Kingham was ordered to pay $12,595 in restitution, $275 in court costs and assessments and $500 in public defender fees.
According to the affidavit of probable cause, Kingham committed the crime in December of 2024 at the Home Depot in Sheridan when he used his former employer’s Home Depot card to charge over $12,000 in merchandise on December 8 and 9. Kingham obtained possession of the card while he was employed with Rambur Construction out of Billings, MT.
The owner of the company, Dale Rambur, contacted the Sheridan Police Department on June 15, 2025 to report that his credit card had been used at the Home Depot in Sheridan without his authorization. A subsequent investigation led to Kingham’s arrest for unlawful use of a credit card.
